About Us


It is an honor for me to present the Department of Social Development’s Annual Performance Plan 2018/19, which sets forth what my Department intends doing in the ensuing financial year and during the MTEF period to fulfil its constitutional and legislative mandates.

The APP 2018/19 seeks to accelerate the implementation of the Department’s Reviewed Strategic Plan 2015-2020, which is informed by the NDP Vision 2030, the MTSF 2014 – 2019, the 2017/18 PGDP Vision 2035. The Department has made significant strides in implementing National, Sector and Provincial priorities, in line with constitutional and legislative mandates.

We have also utilized ECD Conditional Grant to improve ECD infrastructure and subsidized more children in the 0-5 year’s cohort in all districts of KwaZulu-Natal. We will continue to subsidize more children in 2018/19 and beyond to ensure that we build a solid education foundation for our young ones.

Social ills such as substance abuse, social crime, gender-based violence and teenage pregnancy are some of the predicaments that persist in our Province. We have played a leading role in coordinating anti-substance abuse endeavours in the Province. This includes coordinating the Provincial Anti-Substance Abuse Summit in June 2017. We will now focus on coordinating the implementation of the Summit Resolutions.

On the issue of social crime, we have established a Task Team to drive the implementation of the Integrated Social Crime Prevention Strategy (ISCPS), focusing on targeted “hotspots” areas. We will intensify social development services in these “hotspots” areas to stem the tide of social crime. Community development remains one of the key strategies of our transformation agenda in the Province. Central to our community development strategies is the development of youth and women. Through youth academies and development centres, we have equipped young males and females with skills required by the labour market. We will continue to enrol more young people in youth academies and development centres to stem the tide of youth unemployment. We provided women with skills to prepare them for labour market.

Finally, the Department remains committed to the transformation of social welfare services in the Province. We have piloted the model called the 'Rationalization of Social Development Services rendered by NPO's", to streamline our services and maximise state capacity. We will continue to implement this Model in the next financial year to accelerate the transformation of the social welfare sector. We remain indebted to the contributions of the NPO sector, organized labour, and other stakeholders in the driving the social development agenda in our Province.
