In 2019/20, we will continue to play a leading role in the Social Protection agenda in Province of KwaZulu-Natal
through the reformation of the social welfare sector, expansion of early childhood development(ECD) services and
strengthening community development interventions.
Our concerted efforts for the reformation of social welfare sector will focus on expanding and improving social
welfare services for the vulnerable groups in the Province of KwaZulu-Natal. This includes targeted interventions to
improve residential care and support services in Old Age Homes as informed by an audit conducted by the Department in these
facilities. It also includes prevention programmes for people with Albinism, as well as Community-Based Rehabilitation Programmes.
Furthermore, we will continue to intensify Social and Behaviour Change programmes. The Department will continue to implement the HCBC
Re-Engineering programme in a phased-in approach and upscale the “Men Championing Change” Programme will be up scaled as part of
Part of our mandate as the Social Development Sector is child and family care.
We still have a long way towards achieving universal access to ECD services.
As a result, we will continue to prioritize the expansion of access to ECD services for children
for children 0-4 years. We will continue to improve the ECD infrastructure through the ECD Maintenance Grant.
Poverty, unemployment and inequality continue to persist. To this end, we continue to strengthen
community development interventions. This includes strengthening collaboration with NPO Sector as they
play a meaningful role in the development agenda. We will also continue to provide food through the Community
Nutrition Development Centres while at the same time linking beneficiaries from these centres to sustainable
Effective and efficient administration machinery is critical for the successful implementation
of social development policies and programmes. To this end, our priorities for 2019/20 financial year
include filling vacant funded posts, improving the ICT infrastructure and strengthening good governance
Our Journey over the current electoral mandate period has been challenging yet fulfilling.
We have achieved so much in expanding the delivery of social welfare and community development services
to the people of KwaZulu-Natal, yet the transformation agenda is far from over. We have remained
committed to serving the people of KwaZulu-Natal.
